HOW MUCH MORE SHOULD CLAYTON GROW?

Of these nearby Contra Costa County cites, Clayton is by far the smallest geographically at 3.8 square miles.
East Bay City Size
Yet, when looked at in terms of population density, Clayton is comparable to much larger cities like San Ramon, Antioch and Walnut Creek.

WHAT IS BEST FOR CLAYTON?

^^
Should Clayton’s priority be to minimize growth or to promote growth?
^^
Is a population density on the scale of Walnut Creek, Antioch and San Ramon good for Clayton?
^^
What is the optimal number of additional residential units for Clayton?  0? 100? 500? 1,000? Over 1,000?
^^
Is regional and state control over zoning better than local control?
^^
Clayton is already exceeding its state mandated Regional Housing Needs Assessment (RHNA) with a 137 unit surplus. Should Clayton work to exceed even further its RHNA requirement?
^^
Should Clayton wait for the state to increase the RHNA requirement before updating the City General plan or should it be proactive and come up with it’s own growth numbers that work for the best interests of Clayton?
